Lindsay Freistadt leads KASPRE Consulting with a values-centred approach rooted in collaboration, transparency, and a firm belief in the power of diverse perspectives. Lindsay is a proud citizen of the Métis Nation–Saskatchewan, which makes KASPRE 100% Indigenous-owned. With over two decades of experience in public-sector roles, including several executive-level positions, she has shaped major regulatory reforms, negotiated multi-billion-dollar funding agreements, and overseen complex portfolios encompassing policy, compliance, and strategic planning.
As Assistant Deputy Minister at Saskatchewan’s Ministry of Trade & Export Development, Lindsay oversaw province-wide red-tape reduction and regulatory modernization, managed a $40.5 million division budget, and chaired the Economic ADM table to resolve cross-ministry policy issues.
Earlier, she led the province’s negotiating team as provincial-territorial co-chair on the $4 billion Sustainable Canadian Agricultural Partnership, securing critical funding for Saskatchewan producers. Her experience also includes modernizing risk-based inspection programs and negotiating and supporting the delivery of the $287 million Drought Response Initiative, which safeguarded livestock producers during the 2021 drought.
Lindsay’s academic grounding, including a Master of Public Administration and multiple executive leadership certificates, complements her hands-on experience advising Cabinet, briefing ministers, and coaching graduate students in ethical leadership and governance. Whether designing a regulatory roadmap, facilitating stakeholder engagement, or crafting performance measures, she strikes a balance between strategic vision and operational pragmatism.
Beyond consulting, Lindsay lectures on ethical leadership and strategic management at the Johnson Shoyama Graduate School of Public Policy. Her mission is straightforward: equip organizations with the insight, tools, and confidence to serve their stakeholders better.
